I've taken a crack at the city light illumination texture a few times and can never get it right using plain old Photoshop and procedural textures, although I'm certainly no expert. Did you use Illustrator or similar? I'd be interested to hear more about your technique.
I did indeed use illustrator to draw out the vector shapes and paths to make up the cities. In photoshop i used many many layers to get the effect. pattern-sampled many high-res earth cities to make tile-able patterns on the imported vector art. the kept adding layer after layer of composited earth cities until i was happy with what i got.
I made 2 comps as well for the planet to apply to a 3d model. One was for the sun illuminated side,....the other the dark side of the planet. Combined all this in a falloff map in 3ds max to get the desired look.
