They're glowing in both of those images. You can see a faint blue glow coming from them in the view looking over the bridge, it's just not as obvious as the more top down angle on them. I'm not saying there aren't times they didn't glow, but they are in those two images.
I'm interested though, @nightfever - you've got the two round circles just behind the insets on the top front of the ship (assuming they're sensor pallets?) glowing blue. I can't find any reference that says they ever did that. What are you basing that glow off?
This ship has so many inconsistancies in its canon. Even the official high res and low res CG models are so different, I gave it up and took what I liked.
I think the first time we saw her leave DS9, the light came on as the ship was being "warmed up".
I guess they turn it off during battle. on less think to get a lock on or drain power that could be used for the weapons.
Eh I would more or less chalk it up to forgetting to wire them up or they well did like most of this stuff and burned out. There are plenty of shots at various angles where those are not lit. It could also be in post, the lighting pass did not pick it up or was ramped off. I forget if DS9 went back to film comp or not, vs that videoscan whatever they promoted for TNG s1.
I checked dozens of shots before I asked about it. I think it's fair to say they were off for the majority of the show. The only place I've ever even noticed was on fan-made models. Which, I think, is because it's actually really subtle on the physical studio model, even when those lights are on.

Yeah, how many CGI models were there? At least two. Plus the physical model.

There's the one used in the later series intro (From season 4, I think?). There's the one with the awful, incorrect deflector and nose section. There's the very nice season 7 model.
