Battlestar Galactica model for a friend

My friend's birthday is coming up and since he likes Galactica and models, I figured I'd get him a model of Galactica. Now, I've looked at a couple brands (Moebius and Revell) but I'm not sure what exactly to get him. I want to provide him with everything he'd need to have a good-looking, detailed Galactica on his shelf (as apposed to purely-gray colored one).

So first, which brand would you suggest? Does it come with decals?
Second, what paints or glues are needed/recommended?
I should say that, while I know he likes models, I am not familiar with his skill level. I'm trying to goad that out of him without making it obvious as to what I plan to get him. Needless to say, I don't think I'll be bothering with lighting effects with this one.
