Maya, crosshatching?

First off let me just say I've been doing 3D for a whole month! So what I can do is very limited for the time being.

I know this is based off of a game engine, everything is also rendered off of a server and fed to the players computer. But with that said, I was wondering if one could get the same sort of crosshatching effect in Maya, via plugin or some other means.

But if the solution is easy or time-consuming as well, I've to make a short, my idea is due this Tuesday but it also needs to be something I can complete in a timely fashion.

The second question also pertains to the same games graphics, that is how hard is it to render models with an "active" texture? I really like the effect of the blurry characters and as they move their texture alters and moves with them. I was thinking about applying this to objects for my short.
