Yes, the similarities are there. But doing outwards is a logical step. Assuming you cannot built upwards or downwards (which, with the Ournall-class would be a hassle), building sideways extending booms is feasible.
But nonetheless, the inspiration is visible.
The railing reminds me to the bridge of the movie submarine Red October. The central command area of the beridge was recessed about two steps below the rest of the bridge and had railings all around (except of course the steps).
