Vectored art and Photoshop... Need an answer ASAP

I'm trying to find out if artwork done in PS can be vectorized while retaining any layer effects that have been added to it. Additionally, I'm wondering if a PS document can be saved and then opened in Illustrator with the vectored work and layer effects intact.

I ask because I only have PS and not Illustrator but a freelance client is asking for the finished work to be usable in Illustrator.

I need an answer ASAP.

    You can open a .psd in illustrator, and if you chose the option "convert layers to objects" the PS layers, their blend effects, opacity etc. will persist(though i don't know if you can change them), and vector shapes and text will be editable.
    Layers that for example were drawn on with the brush tool will be simply pixel images in illustrator.

    However, if you apply more advanced blending options like an outer glow to a layer, that layer and the layer below it will simply turn into a rasterized image in illustrator.

    I don't know what else will make the layers "unusable" in illustrator :/
